Chairman denies allegations calls for Tribal Council review

Statement of Floyd Jourdain Jr, Tribal Chairman Red Lake Band of Chippewa Indians

The runoff election for the Chairman position was fair and my campaign was conducted in accordance with all election laws. The results have been certified. The allegations brought against me are untrue, and will be refuted at the next General Tribal Council meeting that is scheduled for August 8, 2006. I am calling for a full review of this issue at that time.

The election results were posted for public display on the evening of Wednesday, July 19, 2006.They were also posted on rlnn.com that evening, and reported as public information in numerous media outlets. According to the Red Lake election code, subsequent to such posting, all challenges must be submitted and received within 5 days of the public posting by the General election board. Mr. Archie King submitted his challenge in an untimely manner on July 25th 2006, which rendered any such complaints null, and void, and beyond the scope of authority of the General election board.

The Red Lake General election board overstepped it’s boundaries by declaring a new election because they have no written express authority granted to them by the government to call a new election. Their sole purpose is to in a timely manner monitor the election process, certify results, and rule on written requests specific only to the recounting of election ballots.

Only the Tribal Council as the executive governing body has the governmental power to declare an election. This is in accordance with the revised constitution and bylaws of the Red Lake Band of Chippewa Indians. All procedure must be carefully framed, and due process afforded.

Therefore I am calling for a full review of this issue at the next regular Tribal Council meeting on the second Tuesday of August.
